Introduction to the General Services Administration's (GSA) Federal Supply Schedules Program

This workshop will define the General Services Administration's Federal Supply Schedules (FSS) Program and how a GSA/VA contract can initiate or increase your sales to federal, state, and local agencies. This online, e-commerce procurement vehicle, makes it easier for your federal customers to find your products and services while at the same time reducing contract award and project start time. Gain the knowledge needed to determine if the program is right for your firm, how to select the correct Schedule, and finally, learn the process involved in obtaining a GSA/VA Schedule contract.

  • This class provides a solid overview but does not walk through the process of completing the GSA proposal that can lead to a GSA contract.   • The GSA FSS procurement vehicle is not utilized for government construction projects.

Steve Spilker, GCAP 

Steven Spilker, Procurement Counselor, Government Contract Assistance Program.
Steve brings many years of government business experience to his role as GCAP's primary GSA business counselor. Prior to joining GCAP, Mr. Spilker's consulting firm specialized in proposal preparation, negotiation, and marketing of GSA Federal Supply Schedule contracts for a number of small and large corporations. In addition, his firm assisted small business clients in obtaining SBA certifications such as 8(a) and HUBZone. 

Mr. Spilker’s recent experience includes working at Rogue Community College's Small Business Development Center (SBDC) where he was a Next Level Plan business counselor.  He has also held various management positions in the aerospace, aircraft ground support, and consumer electronics fields over the course of his career. He earned his Bachelor of Science Degree in Business from Northern Illinois University.
